Sure, he had the SALT talks and detente. But he also needlessly bombed Cambodia, indirectly causing the rise of the Khmer Rouge, and let's not forget Watergate.

Even more corrupt than Nixon and Grant, Harding let so many scandals erupt during his Presidency that it's kind of insulting. Also, his lack of attention towards the nation's economy was probably the greatest harbinger of the Great Depression.
