One of the most evil villains on the show. Peter Pan, or, as he was known, Malcolm, traded his own son for youth and immortality with no regrets. He didn't want to grow up. Games of torture were all he was interested in.

Mysterious and sinister throughout series 1, slowly redeeming himself through series 2 to halfway through series 3 and reverting back to his old ways fully by the end of series 4. Rumple's struggle with his addiction to dark magic is so compelling and he has become the villain to beat on the show.
Regina is such a complex character and her redemption arc in seasons 2 & 3 is beautiful. However, her charsimatic darkness as the Evil Queen is glorious.

A clever parallel to the Evil Queen in Series 3, Zelena has become a hugely charismatic villain in her own right. Insane and very difficult to kill, the Wicked Witch keeps coming back.

Manipulative and abusive. Cora was both figuratively and literally heartless, willing to do anything for more power and created The Evil Queen, the Red Queen & the Wicked Witch of the West on her quest for power.

A true psychopath who loved nothing more than killing. Played perfectly by Victoria Smurfitt, Cruella is one of the few truly evil villains on Once Upon a Time, along with Peter Pan and Cora (before she got her heart back).

Originally very intriguing, Hades certainly has more than a few evil streaks, but he just doesn't make it to the heights of Regina, Rumple, Zelena, Cora or Pan when they are at their peaks. If continued to be played well, Hades could become one of the great villains on the show.
Captain Hook, as an all-round character, is not really an evil villain, but he's bloody entertaining and when he embraces being the Dark One, he's so compelling to watch.
Very emotionally unstable, Ingrid is nearly as complex as Regina. Ultimately, she sacrifices herself to save everyone else but Elizabeth Mitchell makes a truly chilling portrayal of the character when she's playing the villain.

Absolute power corrupts absolutely. Charged with only recording the stories he is witness to, he instead decides to take matter into his own hands and begin rewriting destinies for everyone. All for the sake of fame.
