Donald effectively got caught doing exactly this by ordering the postmaster to double the rates on Amazon in order to punish Jeff Bezos for the reporting by the Washington Post. All that's left is for Congress to give a crap.
Trump is well known for abusing the legal system; for exploiting the incapacity of people to deal with a prolonged fight in the courts. He'll find out the Senate and Congress actually have ample time to put up with that sort of thing.
