Luffy earns this spot for being the most funny , remember able and just being insanely clever not only is he the captain but no matter what he intends to never give up on his dream of being king of the pirates .

Zoro not only has a crazy dream like Luffy but has come to the aid of his captain no matter what almost as if Zoro made a brother himself he is the first recruit for the straw hat pirates and is a well deserved character for the 2nd spot hands down.
Ace is a deserving character for the third spot beacuse he is what every little brother wants to look up to as an inspiration Luffy respects Ace even knowing they are not blood related they are brothers by heart a well written and determined character.

He is very much underrated , but he has that unique style and class , and eventuly he will surpass most of OP people
Usopp is actually the bravest straw hat of them all because he is the most afraid but he still fights. After what seven his character development was remarkable and really worth consideration. Plus he's really funny and clever while still being goofy.
