#10: Beetee Latier

This District 3 tribute is not only a former grand champion of the Hunger Games, but also a soul patch extraordinaire. As the MacGyver of Panem, Beetee knows how to work wonders with electronics, and his stylish specs give him a refined warrior vibe. Sure, he’s not perfect, but his intellectual acumen makes him a force to be reckoned with. He’s Beetee Latier and he kills with kindness from a safe distance.

#9: Gale Hawthorne

As the ardent admirer and loyal best friend of Katniss, this Panem rebel understands exactly what it means to hurt. Despite his romantic misgivings, Gale Hawthorne stands valiantly in battle and wields a crossbow like no other. His focused gaze conveys a man ready for war, and his actions under duress are both honorable and savvy. He may not always be privy to the specifics of political strategy, but his mental framework demands respect.

#8: Plutarch Heavensbee

This gentle giant of Panem became the Head Gamemaker seemingly by accident. However, time revealed the true nature of Plutarch Heavensbee, along with the Capitol’s forcefield. With a brilliant mind and a knack for comedic timing, his unassuming demeanor not only calms Katniss but also inspires her. Call him a master manipulator or call him the jolly jokester of Panem, Plutarch Heavensbee will outsmart you with a smile.

#7: Finnick Odair

He’s a former teenage victor of the Hunger Games, and Panem’s most popular man of the night. Although the sensuous Annie Cresta holds his heart, Finnick Odair never met a knot that he didn’t adore. As a true virtuoso of the trident and confident calculator of danger, Finnick Odair is the loveable bad boy of the rebellion.

#6: Effie Trinket

She’s the Material Girl of Panem and painfully proper. Effie Trinket carries herself with grace, along with a plethora of colorful accessories. Her wigs remind all of a more innocent time while her futuristic flair knows no boundaries. As the escort of the Hunger Games tributes, her vibrant persona and unintentional comedy allow for a brief distraction from reality. However, somewhere underneath all the heavy makeup and enormous colorful outfits is a woman with a dream; a rebel fashionista destined for a higher stage.

#5: Caesar Flickerman

His teeth are whiter than snow and his physical appearance changes with the seasons. Some may call Caesar Flickerman a most eccentric character, but he’s a true professional of his craft. As Panem’s energetic television host, this fashion chameleon keeps guests on their toes while teaching them a few things along the way. Don’t look away when Caesar appears on screen, but don’t look at his blinding white teeth for longer than 3 seconds.

#4: President Coriolanus Snow

This bearded dictator searches and destroys with no regard for human life. His intimidation tactics are both creative and frightening, while his commitment to supreme power blurs the lines of political efficiency and complete lunacy. Perhaps it’s the permanent stench of blood breath that troubles President Snow, or maybe he just wants to be loved, but this human ball of fury will stop at nothing to ensure that Katniss lives in a constant state of emotional turbulence.

#3: Peeta Mellark

He’s just a baker’s son and a pawn in the proverbial game. Peeta Mellark’s boyish looks may not intimidate his enemies, but his ability to adapt makes him one of the most underrated tributes. Once just a boy with a secret admiration for Katniss, Mr. Mellark took center stage with his childhood love and formed a dynamic duo of destruction that Panem had never before seen. He’s a lover and a fighter; a man pushed to the extremes in search of his beloved.

#2: Haymitch Abernathy

Once a Hunger Games victor and always a survivor, this blonde-haired boozer reinvented himself as a mentor to District 12 tributes. With a blunt persona and an unparalleled battle IQ, Haymitch Abernathy fights his own internal war with delectable spirits while serving as the rebellion’s most valuable asset. He’s the Lenny Bruce of Panem; a man armed with a sharp knife and an even more cutting intellect. Haymitch will knock you down and buy you a drink. He is the most interesting man alive.
