The intentions of this law are good, but the application of it is so ridiculous and business unfriendly that it ultimately makes it an untoward, and hence unpopular, law.

Just like the ADA of 1990, this is another law with good intentions yet pernicious application. It egregiously violates owners' use of private property while having a negligible track record of pulling endangered species from the brink of extinction.
