No one in Fallout, Fallout 2 and Fallout: New Vegas ever said that BoS are the good guys. They only collect pre-war technologies, wear power armors and put explosive collars on unwanted guests.

This basically has the same thing as Oblivion/Skyrim have. In first two Fallouts(and also in FNV) there are areas either with strong or weak creatures. In F3, they just level-up with you, eventually throwing new monsters to fight.

Strike that previous comment. I mean Fallout 3 perks has bonuses to skills like 'Daddy's boy/girl' perk gives 5 to Science and Medicine.

No mentions about gangs or anything. They're just here, for no reason. And usually use same gear and same (usually) weak weapons.
