These video game villains may hit a little too close to home. Welcome to Watchmojo.com, and today we're counting down our picks for the top ten terrorists in video games. For this list, we're looking at the most memorable and the scariest terrorists in video game history. We're basing our picks off fan and critical reception, their fright factor, and their lasting legacy. We're excluding entire criminal organizations like Pokemon’s Team Rocket, as we're only focusing on individuals.

“Killer7” (2005) “Killer7” is a fascinating video game that flew under many players’ radars, and it contains one of the most thought-provoking (albeit rather confusing) stories in the medium. The game follows a group of American government hitmen as they battle against Kun Lan, an immortal embodiment of evil. Lan is a terrifying villain, due to both his eternal status and his God Hand, which transforms humans into freaky beings called Heaven Smiles. While he may not be entirely realistic, his uncontrollable power makes him a truly petrifying foe.

#9: Sabal

“Far Cry 4” (2014) “Far Cry 4,” like its prequel, pits you as an outsider into the harsh political world of an island, in this case Kyrat, a place ruled by the tyrannical Pagan Min. Throughout the game, the player has the choice to side with Amita or Sabal, the latterbeing a man who wants to reclaim the spiritual past of the Kyrati people and will do anything to attain that goal. He often uses religion to bend people to his will and slaughters anyone in his path who values momentum over tradition. There's nothing scarier than a man who values blood over everything else.

#8: Balak

“Mass Effect: Bring Down The Sky” (2007) We're about to throw a lot of jargon at you, so try to keep up. In this inspirational first chunk of DLC for the original “Mass Effect” , Ka’hairal Balak leads a batarian terrorist organization that attacks Asteroid X57 in the orbit of Terra Nova. Not only does this dude look creepy, complete with green skin and four eyes, but his actions are irredeemable (like any good villain’s should), including sabotaging the asteroid so that it will collide with Terra Nova and ruthlessly killing hostages.

#7: Jinx

“League of Legends” (2009) This popular game is loaded with fantastic heroes, but what would a hero be without a classic villain? Jinx delivers the required villainy in spades,and provides one of gaming’s finest terrorists. Jinx is easily one of the most unpredictable characters in the game, often killing and causing destruction without care or a regard for consequences. In her backstory she’s a menace to the city of Piltover, Jinx obtained that fashionable name because she always brought trouble to the city whenever she appeared. Like The Joker to Gotham City, Jinx is always a nuisance, and always a threat.

#6: Emile Dufraisne

“Tom Clancy's Splinter Cell: Double Agent” (2006) Tom Clancy is rife with powerful terrorists and menacing villains, but none are more imposing than Emile Dufraisne. Dufraisne is the leader of John Brown's Army, aka the JBA, which is a well-known American terrorist organization within the game. Emile is a formidable foe not only for his villainous ambitions, which is to blow up New York City, but also for his commanding personality and cunning intelligence, which he often uses to his advantage. While terrorists are certainly scary, smart ones are frightening.

“Time Crisis” series (1995-) The rail shooter of the 90s that everyone remembers playing in arcades, “Time Crisis” was both a blast to play and provided fascinating, but rather blocky, villains to enjoy. Wild Dog is a master with explosives, proving to be an immensely satisfying challenge while also looking cool in the process. Try though you might, he’s hard to put down for good, as he keeps on coming back in the sequels, now sporting a gattling gun for an arm, and he even gets his own apprentice in the 3rd game. While more developed villains came in the future, Wild Dog was a cornerstone for the cabinet shooter series.

#4: Kane

“Command & Conquer” series (1995-2010) Kane is the ultimate God-like figure of video games. He claims to have arrived at Earth between 6000 and 4000 BCE and provided humans with the correct tools in order to advance as an intelligent species. He's also the leader of the Brotherhood of Nod, a movement devoted to the alien substance Tiberium. The elusive and mysterious nature of Kane makes him an otherworldly and menacing opponent, and his vile and melodramatic personality has earned him the distinction of being a classic video game villain. Whether you think he’s a violent terrorist or the messiah himself is up to you – but I wouldn’t picture my version of the messiah terraforming the entire earth, would you?

#3: Albert Wesker

“Resident Evil” series (1996-) Wesker is a badass villain and looks cool as hell doing the things he does, often appearing with his signature black trenchcoat, sunglasses, and slicked back hair. Just kidding, he’s the ultimate douch – although I’m sure that initial description is exactly how he’d describe himself. Originally a part of the STARS group sent to investigate Raccoon City, Wesker reveals himself to be a double agent at the end of the first game – and by the time we see him next he’s plotting for world domination. Desimating a virus through the earths atmosphere? Sounds pretty terrorizing to me.

#2: Liquid Ocelot

“Metal Gear Solid” series (1998-) The “Metal Gear Solid” series of games are some of the most acclaimed of all time, and that is without question helped by its myriad of stunning villains. As grafting Liquid Snake’s arm to himself, Liquid Ocelot plans to plunge the entire world into war and assembles the world's largest mercenary company called Outer Heaven, which is no small feat. As an amalgamation of your two greatest foes, Liquid Ocelot is somehow familiar and alien all at once, and a powerful adversary against both Snake and the world at large. Before we look at our favorite terrorist, here are a few honorable mentions. Faruk Al-Bashir “Battlefield 3” (2011) Cyrus Temple “Saints Row IV” (2013) Mara Aramov “Syphon Filter” (1999)

#1: Vladimir Makarov

“Call of Duty: Modern Warfare” series (2007-11) The “Call of Duty” franchise has given us some truly memorable terrorists, such as Raul Menendez and Imran Zakhaev, but none come close to the sheer ferocity of Makarov. The mastermind pulling the strings behind the events of the Modern Warfare franchise, Makarov and his actions will go down in video game history, specifically for massacring a Russian Airport, Nuking a part of the Middle East and essentially starting world war 3. The character, and the games that he has appeared in, has garnered severe controversy from the public, mostly due to his realistic actions in familiar scenarios, but if that doesn't deserve number one, we don't know what does.
