From a new "Grand Theft Auto" a new "Horizon Zero Dawn" and a new "Bioshock" here's the games that haven't had official announcement, but we know are in development.

Can you keep a secret? Welcome to WatchMojo and today we’ll be counting down the Video Games secretly in development. (That we know of) For this list, we’re looking at alleged reports of games to be in development that haven’t necessarily been announced, but have evidence corroborating through leaks of their existence. Since none of these games are confirmed, take all the upcoming news with a grain of salt.

Untitled “Harry Potter” RPG (TBA)

It’s shocking that a game like this doesn’t exist already, but hopefully, this oversight is soon to be rectified. In October 2018, footage was leaked which allegedly showed an open world “Harry Potter” game with character customization. There have been many “Harry Potter” games over the years, either standard movie tie-ins, LEGO games, or most recently “Wizards Unite”, but none have been an RPG allowing players to create their own wizard and attend Hogwarts. The leak’s legitimacy has been called into question, however, especially when no new information has surfaced and the assumed title, “Magic Awakened”, turned out to belong to a trading card game. But it seems crazier that there wouldn’t one day be a game like this.

“Fable 4” (TBA)

It’s been 10 years since “Fable III” launched on the Xbox 360, and many thought that this great series had been abandoned by Microsoft. According to industry leaks though, this isn’t the case. Rumours from a now deleted post on Reddit allege that Playground Games, the developers of “Forza Horizon”, have been hiring staff to work on an RPG project that could well be “Fable 4.” If the leaks are true, this game won’t be set in Albion, but will be set on a multitude of different planets after “Fable 2’s” Tattered Spire is rebuilt and used to destroy the world with an asteroid. It’s also likely to be released on the upcoming Xbox Series X.

“Guardians of the Galaxy” (TBA) [Tentative Title]

Crystal Dynamics’ “Avengers” game is set for a 2020 release, as well as an eventual sequel to 2018’s “Spider-Man”, but rumors are flying about that an upcoming “Guardians of the Galaxy” game also published by Square Enix. Eidos Montreal, best known for the “Tomb Raider” reboots and “Deus Ex”, is alledged to be the studio attached to the title. Though currently they’re co-developing “Avengers” alongside Crystal Dynamics. Which may explain why no news has surfaced since 2018, but if “Avengers” is successful it’s not hard to imagine Square Enix will want to adapt more licensed Marvel properties.

In October 2019, Ubisoft confirmed in an investor call that they have 2 unannounced AAA games in development from popular franchises. One such unannounced Ubisoft title seemed to point to a return to the world of “Splinter Cell,” which has been dormant since “Splinter Cell Blacklist” in 2013 despite fan demand. Lately, Ubisoft has been dropping a lot of hints of Sam Fisher’s return. In 2018, he appeared in a crossover with “Ghost Recon Wildlands”, and 2019’s “Far Cry: New Dawn” dropped HEAVY hints of Sam Fisher’s next adventure trying to reach Washington DC after nuclear war has broken out. Meanwhile Gamespot’s product listing of Replica Splinter Cell Goggles mentions a new instalment in the series is on the horizon. Despite ALL of this, Ubisoft’s CEO Yves Guillemot has said there are no plans to bring back the series until they can do something new with it.

Ever since “Arkham Knight” came out in 2015, nobody has known what Rocksteady’s current project is. But it does seem that a new Batman is in the works through a joint development between Rocksteady & Warner Bros. Montreal, who made “Arkham Origins.” While WB Montreal teased a few “Court of Owls” crests, leaker WabiSabi with a good track record announced on Twitter that the new game is called “Arkham Legacy” and will feature numerous, playable members of the Bat Fam. After “Arkham Knight” gave us dual combat with Nightwing, Robin, and Catwoman, not to mention DLCs starring these characters – along with Red Hood and Batgirl – this doesn’t seem too far-fetched.

“BioShock 4” [Tentative Title]

At the end of 2019, news broke that 2K Games had assembled a brand-new studio, Cloud Chamber, just to focus on developing a fourth “BioShock” game. “BioShock’s” story concluded with the “Burial at Sea” DLC in 2014 and Irrational Games was significantly reduced and rebranded as Ghost Story Games. Subsequently, “BioShock” creator Ken Levine isn’t involved in “BioShock 4”, but the series offers plenty of room for new creatives to innovate. Details are thin on the ground, but its existence is confirmed, and it’s been in the pipeline for years. Currently, nobody knows whether it will be set in Rapture, Columbia, or a new city entirely, but we can’t wait to find out.

“Horizon: Zero Dawn 2” (TBA) [Tentative Title]

Given that the first “Horizon Zero Dawn” concluded with a sequel-baiting ending, a sequel seems inevitable, but even when not taking the open-ended storytelling into account, job listings for foliage artists from Gruella Games has got the rumour mill going. Furthermore, voice actress Janina Gavankar, who played Tatai in “The Frozen Wilds” DLC let slip this juicy bit of gossip to a “Star Wars Celebration” (“Just Wait until you see the sequel, I know some secrets you’re going to die”). So yeah, this one almost seems like a guarantee. It’s also likely this will be announced alongside the reveal of the PS5, so keep an eye out for this one.

Rockstar has been focusing on “GTA Online’s” enormous content offering since the live service debuted in 2013, but fans are desperate for a new installment. It’s a given that there will be a new “GTA” title one day, but people can’t agree on when this will happen or what they want the game to be. The most fervent speculation has to do with the game’s setting. An alleged scouting letter sent to a store owner in Florida could indicate a return to a revamped Vice City, similar to how “5” revamped Los Santos. However Dan Houser himself has suggested doing a game set in the UK. Sadly, it’s more likely than not that we’ll have to wait until the next console generation to get our hands on “GTA 6.”
