#10:Cher “58th Academy Awards” (1986)
You may find this hard to believe, but Cher was born in 1946, which means she was approaching 40 when she showed off this outfit to the world at the 1986 Academy Awards. According to the designer Bob Mackie, Cher did not want to wear a quote unquote evening gown to the ceremony because she didn’t want to look like a housewife. Instead, she made front-page headlines with this outfit that showed off her toned stomach. To top it off, she stuck it to critics who had told her she wouldn’t be taken seriously as an actress until she dressed seriously by stating: “As you can see, I did receive my Academy booklet on how to dress like a serious actress.”
#9: Micaela Schäfer
“Men in Black 3” premiere (2012)
A household name in her native country of Germany, Micaela Schafer surely gained a bunch of new fans outside of the country after she appeared on the Berlin red carpet of “Men in Black 3” in this outfit. This dress, which left little to the imagination to say the least, was made from ribbons of VHS tape. The massive high heels and belt complete the ensemble, which blew around in the wind revealing all of her curves. Luckily, the actress/nude model/TV personality had a watch on, lest she be late for that important meeting.
#8: Barbra Streisand
“41st Annual Academy Awards” (1969)
Possibly the OG of scandalous dressers, Barbra Streisand wore this outfit to the 1969 Academy Awards ceremony. This getup may seem tame by today’s standards, but since it was the late ‘60s, it’s pretty remarkable she was even let into the building. Streisand ended up winning the Best Actress Academy Award for her performance in “Funny Girl” – tying with Katharine Hepburn. Much to Streisand’s surprise, however, the outfit became see-through under the lights as she climbed on stage, giving everyone in the audience and at home quite the view. Hello, gorgeous.
#7: Toni Braxton
“43rd Annual Grammy Awards” (2001)
Toni Braxton made jaws drop at the 2001 Grammys when she showed up in this dress designed by Richard Tyler. Her white gown only covered her back and front, revealing nearly her entire side and all of her legs. According to Braxton in an interview with People Magazine, she decided she wanted to wear this outfit before she got married and had babies. She also revealed that, somewhat unbelievably, that she actually was wearing underwear, which helped keep the dress in place.
#6: Rihanna
“CFDA Fashion Awards” (2014)
Bleona Qereti turned heads when she showed up at the 2014 American Music Awards in a mesh outfit that revealed nearly everything, but even she wore tape on her nipples. Rihanna, on the other hand, somehow found a way to make the same style of dress even more revealing, cutting out the sleeves and back and removing the tape to give everyone a full frontal view of her breasts at the Council of Fashion Designers of America Fashion Awards. RiRi did have a fur draped around her, but naturally she used that fur for everything except covering up.

“73rd Academy Awards” (2001)
If you are only going to be at the Academy Awards once, you might as well leave an impression. That was apparently Björk’s mindset when she showed up to the 2001 Oscars in this swan dress. The neck of the swan was wrapped around Bjork’s neck while the head rested on her breasts. Understandably, the dress was all anyone wanted to talk about the following day, with several people calling it one of the dumbest outfits they had ever seen. The dress has grown in popularity over the years, however, and even has its own Wikipedia page!
#4: Jennifer Lopez
“42nd Annual Grammy Awards” (2000)
From one dress with its own Wikipedia page to another, J-Lo’s green Versace dress is one of the most iconic outfits of the 21st century. Lopez wore the dress to the 2000 Grammy Awards and it helped launch her into stardom. The deep, deep v-line went all the way down to below her naval, leaving just enough to the imagination on more than one front. While Lopez still owns the original gown, a replica of the Jungle-Dress can be found on display at The Grammy Museum in Los Angeles.
#3: Rose McGowan
1998 MTV Video Music Awards” (1998)
What is it about the name “Rose” that makes people want to dress scandalously? While we almost went with Amber Rose’s outfit at the 2014 MTV Music Awards, which barely covered her voluptuous curves, we instead chose Rose McGowan’s dress, if you can call it that, at the 1998 edition. McGowan appeared alongside her boyfriend at the time, Marilyn Manson, in a completely see-through dress and wearing only a leopard print thong underneath. As if the front of the dress wasn’t revealing enough, the back is essentially just several tiny strings.
#2: Lil Kim
“1999 MTV Video Music Awards” (1999)
If you start from the bottom up, Lil Kim’s dress at the 1999 MTV Video Music Awards doesn’t appear to be shocking at all. Sure, it’s a purple sequined pantsuit, but that hardly makes it memorable. Of course, once you look up and realize that the dress pretty much exposes her entire left breast, it’s easy to see why this made it so high on our list. She at least has the sense to cover herself with a purple pasty, but all that did was serve as a target for Diana Ross when they went on-stage to present.

#1: Lady Gaga
“2010 MTV Video Music Awards” (2010)
It could be said that Lady Gaga is as well known for her outlandish outfits as she is for her music, but even she outdid herself at the 2010 MTV Video Music Awards when she wore a dress made entirely of raw beef. Known as the meat dress, it was actually Gaga’s third outfit of the night, and she changed into it before accepting her Video of the Year trophy. Gaga received criticism from animal rights groups, but stated that she wore the dress to encourage people to stand up for what they believe in. We would recommend that she doesn’t wear that outfit around her dog, or any animal for that matter.
