#10: Ino Yamanaka
Admittedly, Team Asuma’s lone female ninja was a bit of a brat growing up. But, she definitely made up for lost time during the Fourth Great Ninja War. The Yamanaka Clan’s signature Mind Transfer Jutsu provided invaluable communication on the battlefield. Though, rest assured, Ino’s no slouch on the front lines, either. She’s honed her Jutsu enough to control multiple adversaries at once, basically making her a one-man army. Her Mind Transfer is strong enough to even give ten-tails Obito a splitting headache. Suffice it to say, a one-on-one fight is basically a fool’s errand - and that’s assuming you can get close enough to throw a blow at all.
#9: Lady Chiyo
This elderly shinobi is just plain strong, no strings attached. Well, technically, there are a few chakra threads, but that’s besides the point. Her age means she’s a bit slow to start, but it hasn’t dulled the thing that matters the most: her reflexes. In fact, her senses are so sharp that she doesn’t even have to fight at all. Instead, Lady Chiyo controls puppets with enough speed and ingenuity to match even Sasori of the Akatsuki. Few shinobi have ever faced him in combat and lived to tell the tale, let alone at her age. If this is her now, we can only imagine what she was like in her prime.
#8: Temari
Of her siblings, this sand ninja isn’t the one housing the power of a Tailed Beast. Though, you wouldn’t be able to tell from her track record. From the moment she debuted, she’s proved time and time again that her Wind Scythe Jutsu is more than a light breeze. Just ask Tenten. Besides her chakra, Temari’s got an impressive amount of guts, too. After all, it takes a certain kind of teenager to challenge Madara Uchiha himself. She even landed a clean hit, which is more than most Kage can say. Now that she’s a Mom, Temari’s made it very clear that the last thing you want to do is mess with her or her kid.
#7: Hinata Hyuga
Young love is quite the motivator. Though, it’s not like Hinata needed the boost. The Byakugan-wielding Hyuga clan has a reputation that precedes not just her, but the entire Hidden Leaf Village. Thankfully, Hinata’s gentle fist style of combat more than lives up to her prestigious lineage. But, her biggest strength has always been her refusal to give up. In the face of rigid tradition, unrequited love, and even Pain himself, Hinata always kept trying until the very end. Even though she’s a bit busier nowadays, no one can accuse her of being a mere trophy wife. As Boruto will attest, Hinata can still dish it out when need be.
#6: Konan
At first glance, origami-based Jutsu seems innocent enough. However, this kind can dole out some very lethal paper cuts. While she definitely picked up a few tricks from her training with Jiraiya, it was as the only female of the Akatsuki that Konan really spread her wings - and that’s no hyperbole. Her flight through Konoha nearly smothered half the village with paper mache alone. But, what’s almost as scary as her Jutsu is that she has the brains to back it up. Case in point, she created a death machine of paper bombs to get around Obito’s invincible Kamui. Had it been anyone else beneath the mask, they would’ve been blown to bits a thousand times over.
#5: Mei Terumi
It’s best to do any last rites before challenging this fiery Kage. After all, it’s no figure of speech to say there won’t be anything left once Mei’s finished. Her mastery of water style is threatening enough, but her pair of kekkei genkai turn any battlefield into the blast zone for her boiling indigestion. At least there’s some chance of dodging the red-hot Lava Style, which is more than we can say for her Solid Fog Jutsu. That one’s unavoidable, highly acidic, and can even melt a Susano’o. If Mei’s bouts with Sasuke and Madara are any indication, they don’t give out the title of Mizukage to just anyone.
#4: Delta
On principle alone, an Inner of Kara is not someone to take lightly. Add in Delta’s litany of bodily enhancements, and it’s no surprise she gave Nine-Tails Naruto a good thrashing. Her mere presence was enough to scare Kawaki off, and it’s hard to blame him considering she repurposed Naruto’s own Rasengan against him. It’s not like she needed the extra firepower; her eye beams already did plenty of destruction on their own. And if those somehow failed, self-detonation was always on the table. Especially since her cybernetic consciousness meant bodily implosion wasn’t the end for her. So, if self-destruction and Nine-Tails chakra can’t take her out, it’s hard to say what can.
#3: Tsunade
From a Legendary Sannin to the Fifth Hokage, this kunoichi has more esteemed titles than most ninja have Jutsu. But, believe it, Tsunade deserves each and every one. To start, she’s got the strength to beat anyone in an arm wrestling match, and that’s putting it lightly. Above that, she’s also one of, if not the most gifted healer the shinobi world has ever seen. After all, she quite literally wrote the rules on medical ninjutsu. Naturally, that also gives her license to break them. Healers aren’t supposed to fight, but since she’s mastered Mitotic Regeneration, Tsunade can put up her dukes while being practically invincible. Not too shabby for the Leaf’s first lady Hokage.
#2: Sakura Haruno
Look, it’s no secret that the feminine third of Team 7 never quite reached the same heights as her teammates. But, when she wasn’t prattling on about a certain sullen Uchiha, Sakura blossomed into one of the series’ most capable warriors. She learned a lot from Lady Tsunade, and put those skills to the test in downright smashing fashion against Sasori. Later, in the war arc, Sakura's prowess in both combat and medical ninjutsu made her instrumental during the final battle. She even got to leave a dent in Kaguya’s skull, too. That’s as good a note as any to retire on, but Sakura’s proven that, even in motherhood, she can still throw a shuriken when the need arises.
#1: Kaguya Otsutsuki
It’s only natural that the Mother of Shinobi puts all other ninjutsu to shame. But, just to prove it, she awoke from her lengthy nap and took on both Naruto and Sasuke without so much as a yawn. Though, that’s hardly surprising given her abilities. She’s got the Byakugan, the Rinnegan, and the power to hop dimensions at will. Oh, and she can reduce enemies to ash with one strike. The list just goes on. Not only is Kaguya the final boss of “Shippuden,” but she’s also one of the most powerful beings in the entire franchise, period. Although, in the end, even someone as mighty as her isn’t immune to the Sexy Jutsu.
